# Local Licenses (District)
Churches on your district use NazTrack to run their local minister licensing workflows. The district's job is the middle of the process: verifying each first-time candidate's credential history with the General Secretary's Office and recording the result.

## The Tabs
- **Needs Action** — verification requests waiting on the district: either the form hasn't been sent to the General Secretary's Office yet, or it was sent and the result hasn't been recorded. The district dashboard also shows a card when requests are pending.
- **Local Ministers** — every active local minister across the district, with license expiration badges (Active / Expires soon / Expired), grouped by church.
- **All** — every local license workflow on the district, at any stage.

## Sending a Verification Request
When a church requests verification, open the candidate from Needs Action. Review the uploaded background check and board approval date, then use **Send Verification Request to the General Secretary**:
1. **Requested by** — prefilled with the church user who requested verification; edit if needed. This name is printed (and shown as the signature) on the form.
2. **Role** — Pastor is the usual choice for a local license request.
3. **District contact email** — where the General Secretary's Office sends the result.
4. **Preview form** shows the exact PDF before anything is sent.
5. **Send to General Secretary** generates the official Request for Verification of Credential History form, emails it to the General Secretary's Office (gensec@nazarene.org), and files a copy on the workflow.
The background check is never sent to the General Secretary's Office — it stays between the church and the district.

## Recording the Result
When the General Secretary's Office responds, open the candidate and record the result:
- **Cleared** — the pastor is automatically emailed that verification passed and that the physical license can now be requested. The candidate also appears in a "New Local Ministers" card on the Board of Ministry candidates page for 90 days.
- **Flagged** — the workflow stops. **No automated email is sent.** The comments you record are visible only to district users with processing access; the church page shows only that the verification was flagged and to contact the district office. The district superintendent should follow up personally.

## Who Can Do What
- **View Local Licenses** — see workflows, documents, and the district-wide roster.
- **Process Local Licenses** — send verification requests and record results. Granted to the same roles that handle Request to Hire.
