District Church Properties Board
The District Church Properties Board module gives your district's properties board a place to keep its roster, plan meetings, share documents, take attendance, vote on motions, and approve minutes. It works much like the District Advisory Board module.
The Manual (¶236) lets the district assembly vote for the District Advisory Board to serve as the District Church Properties Board. If your district does that, you do not need this module and it stays hidden.
If your district assembly elects a separate properties board:
- Open the District Admin Portal.
- In the District Church Properties Board card, check Use a separate District Church Properties Board.
- Click Save Properties Board Setting.
A Properties Board link then appears in the district menu for everyone who has access to the board. Turning the setting off hides the module again. Nothing is deleted, so the roster and meetings come back if you turn it on later.
| What You Want to Do | Who Can Do It |

The Member and Chair roles are given automatically when someone is added to the roster, and removed when they leave it. You cannot assign them on the District Users page. The District Properties Board Admin role is assigned on the District Users page. Use it for district office staff who manage the board but are not members.
Only people on the roster (and the district superintendent) can vote. A Properties Board Admin or District Admin who is not on the roster can manage ballots but cannot vote.
The district superintendent is always listed as an ex-officio member (¶216.1) based on their active assignment in NazTrack. You do not add the superintendent yourself.
To add a member, click Add Member, search for the person by name or email, and choose their role. Every member needs a NazTrack user account. If you can't find the person, use the link to create a user account first. NazTrack decides whether the person is a minister or a lay member from their minister record on your district. Lay members need a home church.
Only one member can be the chair at a time. To change chairs, first change the current chair's role to Member.
When you remove a member, they are marked inactive and lose their board access. Their past attendance and activity stay on record.
At the top of the roster, a box checks the board against the Manual:
- ¶236 requires the district superintendent plus no fewer than two assigned ministers and two lay members. A yellow warning appears if either count is below two.
- ¶206.1 asks that district boards have an equal number of ministers and laypersons as far as possible. A blue note appears when the counts differ.
- Members are elected for four-year terms or until their successors are elected and qualified. Enter the term years so the roster can mark terms that have ended.
- The district superintendent may fill vacancies between assemblies (¶215).
Click Meetings, then New Meeting. Give the meeting a title and date. When you create a meeting, NazTrack lists the superintendent and all active members for attendance.
On a meeting's page:
- Agenda — add items, edit them, and drag them into order.
- Minutes — create and manage the minutes for the meeting.
- Attendance — mark who was present.
- Ballots — see the ballots linked to the meeting and create a new one. Only people who can manage ballots see this tab.
- Attachments — upload documents (for example, a church's building plans or a property purchase proposal) and preview or download them.
- Activity — see a history of changes to the meeting.
A meeting can be deleted only if it has no minutes and none of its ballots have votes.
- On the meeting's Minutes tab, click Create Minutes Draft. Type the minutes or upload a document.
- Drafts are visible only to people who can edit minutes.
- Click Distribute for Review. NazTrack emails every active member and the district superintendent a link to the minutes. Uploaded minutes are attached to the email.
- Click Approve once the board approves them, or Return to Draft to make corrections.
- Approved minutes can be amended later. Each amendment is saved as a new version, and earlier versions are kept.
Click Ballots, then New Ballot. Enter the motion title, the motion text, and any comments for the board. You can link the ballot to a meeting, or leave it as a between-meeting ballot. Add at least two voting options (for example, Yes and No). The ballot starts as a draft.
On the ballot's page you can attach documents, such as bids or building plans, for voters to read.
Click Open Ballot. NazTrack saves the list of eligible voters at that moment: every active member and the district superintendent. People added to the roster later cannot vote on this ballot. Once a ballot is open, the motion and voting options cannot be changed.
Opening a ballot does not send any email. Click Send Email to write the message, set the reply-to address and sender name, and choose which documents to attach. Each voter who has not voted yet gets their own private voting link. Click Send Email again later to remind only the people who still have not voted.
Voters click the private link in their email. They do not need to sign in. Each link works only for that voter, so ask voters not to forward it. Members can also sign in and open the ballot from the Ballots page. Each person can vote once, and a vote cannot be changed.
While a ballot is open, people who can manage ballots can see on the ballot's page who has voted, but not how anyone voted. Click Close Ballot to end voting. The results are final when the ballot closes. They show the number of votes for each option and whether the motion passed, and they appear on the ballot's page and in the Ballots list.
The Manual gives the properties board these duties:
- Advance the building of church-related buildings on the district, together with the District Advisory Board.
- Verify and conserve the titles to local church property.
- Consider local church proposals to buy or sell real estate or to build churches or parsonages, and advise the churches.
- Approve or disapprove, together with the district superintendent, local church building plans and new debt.
The board normally approves a request to increase debt when all of the following are true:
- The church paid all its apportionments in full for the two years before the request.
- Total debt will not exceed three times the average amount the church raised for all purposes in each of the previous three years.
- The board has approved the details of the planned remodeling or construction.
- The debt and its payment terms will not put the church's spiritual life at risk.
A request that does not meet these guidelines can be approved only with the approval of the district superintendent and the District Advisory Board.
Use meeting agendas, attachments, ballots, and minutes to record these requests and the board's decisions.
